GOVERNMENT ADVICES INSTITUTE OF ACCOUNTANCY ARUSHA (IAA) TO ENHANCE STUDIES ON MILITARY SCIENCE.

The government has advised the Institute of
Accountancy Arusha (IAA) to fully implement the Bachelor and Postgraduate
studies in Military Science so as to assist the army to be equipped in
security, management and planning of strategic matters.
Speaking before awarding 52 militants from SADC
nations at the first graduation ceremony of Post Graduate Diploma and Ordinary
Diploma in Strategic Studies Programme at IAA on Wednesday, Deputy Finance
minister Mwigulu Nchemba said working in the military sector is challenging,
therefore the course is crucial in equipping the military with knowledge.
"Working in the military sector is challenging,
with pressures arising from managing conflicts and security issues, these
problems also go together with the rising expectations in dealing with national
and international security emergencies that may rise from time to time,"
he said.
He added: "The security system is also
continuously evolving and becoming more complex as new technologies and process
areas are introduced. Courses of these nature are very important as they equip
military staff with knowledge related to cross cutting issues which in turn
will enable them to cope with challenges that may arises from contemporary
matters," the deputy minister said.
Nchemba, who is also the Iramba West lawmaker, said
the government will take a pride to see that strategic planning courses attract
more members of the military from neigbouring countries.
"Today we have graduands from defence forces
from Burundi, Uganda, Rwanda, Tanzania, South Africa, Angola, Zimbabwe and
Zambia. The course blending of students from different countries on these
programmes will facilitate the sharing of ideas which will also broaden the
students’ understanding of strategic issues,” he said.
For his part, IAA rector Johannes Monyo said: “The
Command and Staff College (CSC) have been in a working relationship with the
Institute of Accountancy Arusha since way back in 2005.
In 2006, a special CSC tailored programme was
developed and this cemented the working relationships between the two
Institutions.
During this time the academic staff from IAA used to
be invited to facilitate a number of programmes conducted by CSC. However, the
target of CSC was to have long term courses,” he said.
He added: “Initially, CSC contacted several
Institutions of Higher Learning in the country with the view to establish long
term courses on the Strategic Studies Programmes.
However, most of them
declined due to the ill-conceived perception that, the army has never been good
partners in business and therefore, nobody was ready to take the risk”
However, he underscored that IAA management under
the leadership of the Governing Council took the risk by providing resources
and allowing the development of Strategic Studies courses.
“In 2011 IAA and CSC established cooperation and
entered into an agreement to offer training in the areas of Strategic Studies
for levels of Postgraduate Diploma and Ordinary Diploma,” he said
IAA Board deputy chairman Cashmill Nyoni said:
“This year we have 52 graduands of Postgraduate
Diploma and Ordinary Diploma Programmes as 13 graduands in Postgraduate Diploma
in Strategic Studies out of these 12 are Males and 01 is a Female. There are 39
graduands in Ordinary Diploma in Strategic Studies out of these 37 are males
and 2 are females.”
