JOB VACANCY AT DUWASA - DODOMA
Dodoma Urban Water Supply and Sanitation
Authority (DUWASA) was established under section 3(I) of Cap. 272 of 1997 as
repealed by section 60 of Water Supply and Sanitation Act No. 12 of 2009.
DUWASA is charged with the overall responsibility of operations and management
of water supply and sanitation services in Dodoma urban within the
Municipality. Applications are invited from suitably qualified, dynamic,
experienced and performance driven Tanzanians, male and female, to fill in the
following excellent carrier opportunity:
1.1
Required Qualifications:
·
Holder of a Bachelor Degree in Human Resources Management, Public Administration, Manpower Planning, Business Administration
(Human Resources) or equivalent qualifications; Master’s
Degree in Human Resources & Administration is essential.
·
The applicant should have at least seven years of professional experience
at senior managerial level across all HR disciplines, including employment,
OPRAS, benefits, compensation, employee relations, training and development,
workers compensation and conflict resolution. Experience in water sector is an
added advantage.
·
The applicant should have a strong background of Tanzanian labour
laws and advanced knowledge of computer
applications in Human
Resources Management and Administration
Packages.
1.2 Reporting
The Human Resources and
Administration Manager will be reporting to the Managing Director.
1.3
Summarised Duties and Responsibilities:
·
Monitoring and ensuring
that standard procedures in respect
of recruitment, grading, salaries, training, and promotion are observed and adhered to by
all the departments/sections.
·
Develops objectives, strategies, plans, policies and programmes in the areas of manpower planning, recruitment, training and
development, compensation, benefits personnel policy and employee
and labor relations.
·
Recommends an effective and efficient organization structure and development
plans in line with DUWASA strategic
objectives.
·
Ensures compliance to service regulations, human resources policy and the DUWASA Act and Regulations with
regard to human resources and administrative matters.
·
Prepares and implements a training programme for DUWASA employees and making sure that the programme is implemented and
all staff are well informed on the programme.
·
Making recommendation for confirmation, promotions and instill work
discipline for all employees.
·
Ensuring that OPRAS exercise is well coordinated to all
staff including setting up performance targets for each employee and ensuring
that the targets commensurate with DUWASA Business Plan.
·
Preparing voluntary agreements, negotiate
with trade union and administer proper industrial
relations and high work morale
programmes.
·
Responsible for security
of
the
Authority’s
properties
and
ensure daily
monitoring and reporting
to
the
Managing
Director.
·
Demonstrate skills in consensus-building and mediation in order to
constructively
address employee conflicts.
·
Serve as a resource for management in handling employee issues and
assist them
in counseling employees,
conducting evaluations, staff training, problem-solving
and consensus-building.
·
Perform other duties as may be assigned by the Managing Director.

require extended hours of work including evenings and weekends and employees

Excellent interpersonal skills to facilitate interaction with the
workforce.
3.0 TERMS OF EMPLOYMENT FOR THE POST
Three years renewable contract depending
on performance with six months probation period.
4.0 AGE LIMIT FOR THE APPLICANTS

5.0 REMUNARATIONS:
The post carries attractive remunerations
package subject to work professional experience, qualifications and competence.
